They recommend to pop the bonnet just enough to get the hose in, opening the bonnet supplies more oxygen to the flames. The car in the vid doesn't look like it'd stand a chance either way, it seemed to be spewing out a lot of fuel.

Never use a hose on an oil/petrol fire. It only spreads the fire around. As well demonstrated above.  :grin:

Foam would be best
Co2 a close second,
nitrogen works well, ( it is inert  not for enclosed spaces )
Water Is a very big no no  for oil and fuel as Camo has pointed out
