John Varetimidis  who is one of the Licensed Certifiers
I found him helpful and more importantly professional
I would not hesitate to recommend  him.

If you have already presented your Engineering Certification Scheme (ECS) certificate to RMS (formerly known as the RTA), it will not be affected by the introduction of the VSCCS. You do not need to do anything.

Is an already registered ECS complianced vehicle automatically covered?

How do you find out? Ring the RMS I guess?

I had a quick read over the changes mind you
I dont do mods myself.
If your vehicle is currently registered then theres no problem
If you make further changes from that registration like
running gear mods breaks tyres etc away from your initial
registration then you will need certifying that it complies.and
get the new certificate with your mod changes made.
Ring a listed certifier for more info.
Id hate to buy a highly moded registered vehicle right now
the registration transfer could get messy meaning cant sell it.
without the vehicle being recertified legal! with a road worthy certificate from a approved certifier before purchase.

makes an interesting point  
It may be that we are going to go down the road
 similar to QLD in that you have to have a vehicle inspected  before selling it
or in the case of a modified vehicle  perhaps re certified in the new owners name.
Interesting times  ahead.

I had a guy call by last week bought a grey import car with QLD rego, complianced in QLD  wasnt recognised in NSW had to be signed off by engineer in NSW $600 for nothing thanks for coming
