Waks, being a personal import means you don't need a RAWS certified workshop to do the RHD conversion.
The idea behind personal import laws is someone moving to Australia can bring their car with them and have it converted easier (less regulation) than a commercial importer who's trying to make a profit by importing cars and re-selling them.
I always assumed (but I could be wrong) that the private importer HAD to get the car converted and registered before being able to sell it. You should look into whether it's possible for you to buy a LHD private import and still have it converted by a non RAWS converter.
I know, in Victoria, Corvette Clinic still convert 90-96 C4 private imports, so it may be worth contacting them to see if it's do-able.
