Iam trying to pay for a part I have purchased in the USA. He will only accept cash or a cheque(check) on a USA bank.
I have sent a money order but he will not accept it as there is a US$20 charge, (It cost me A$8 for the money order). Anyhow my point is does anybody have a USA check account who can give me a check for US$28.
ASfar as I can gather it seems that a lot of people in the USA will not ship internationally because of the bank charges.

You could try Western Union Money Tranfer. He may like better than money order. I think you can go through post office.Not sure on fees at the other end though,ask at the agent (post office).

Ask him if you can transfer it straight to his bank account. Your bank can do this. The problem here is that YOU pay $30 to send it! but it will get you out of trouble. Get his(the sellers) bank name & address of the branch where his account is and his account name and account number! I've done it plenty of times!

Does he take PayPal?  If you do not have a PayPal account but he does I may be able to help you out.  Contact him then let me know.

the fees are $29.95 for up to $1000 transfer

Telegraphic transfer...i use it 2, I recommend it

It was a Western Union money order (or something) through the post office that I sent him. I am not particularly concerned about this sale as it is only for $28 and I will send cash via a registered letter. He will accept PayPal via a bank account but not a credit card transfer and I will not link my bank account to PayPal, I will only use my credit card for security reasons.
