What do I need to do in photoshop to get that effect?

Ok Ozvette...It all depends what photoshop u have....this pic has been done on Photoshop CS2.

First of all u make selection around ur car, once that is done, go to the select menu....click on inverse...what happens now is evrything is selected except ur pic...then u go to filter, click on blur and pick the radial option and choose to what degree u want make that effect.

I have full photshop, I just learn it as I need to...

I'm happy enough when I can do a half decent gif (hence my new avatar)
