Any pdf (printer definition file) application will open it. Adobe is the common one but there are lots of competing brands. You should be able to download one for free.

I suspect you're right Bfit. I was talking to a Victorian using their scheme. He said their rego is $360 for the 90 day use registration. Didn't say if that included CTP. My reading is that at this stage you can stay with the current system or opt for a trial of the new one. If that remains and you currently manage with just club runs and the occasional private run, you probably wouldn't change. If it is offered however, some on full registration currently, who use their car less than5 times a month, might get a better deal. As Vettnut said, more details needed.

Talk is the NSW system will be pro rata, so for 60 days out of 365 days, it'll be:

60/365 x current rate

or 16.44% of whatever you're paying now. I believe the discount rego price will be introduced first then the insurers will eventually get on board.

This is current and now up and running.
Found this link by RMS on the sysyem, very easy to read and very well detailed.
This is a major bonus for the current club rego system and while under the trial no increase in cost at all.
There was a bit of talk last night at the AGM about the system cancelled or on hold, this is NOT CORRECT its up and running now.
