I'm certainly no expert in this field, however if I was in the market to purchase a perfect car I can tell you that I would want to have faith in the Certification of this other national Corvette car club.
I can see the point L71 is getting at and if it's the case, then yes I agree totally. If there are cars getting around are not of the correctness to achieve a certificate, they should simply not get one.
The club in mention is held very high in the Corvette community and it'd be a real shame if it became something not to be taken seriously.

I have also sent an email to the club in mentions president informing him about your thread

Glad to see the matter has been rectified ;) because personally would not buy any original corvette without consulting The club referred to hear's people.
