Title: wiper override- lid not openning

hi all, i think this will be the last thing to get fixed  (c3 1968)and then all should be ok. when i bought the car the wiper lid was operating, wipers come up and all good. since the rebuild, the vaccum canister is not pushing the lid open, and the wipers get stuck on the lid, then i get the OVERRIDE light come on .i can push the shaft with multigrips and get the lid open, it doesnt seem 2 push easy.  i was sure that i put everything back the way it was, but then, maybe not.... anything in particular i should look for?? can it be tested with engine off by putting pressured air into the canister??

You need to create a vacuum in the system, not pressure.
