just don't pay for something else, and put the funds else where.

 Then blame the opposition

the  government  calls  it fiscal responsibility
an accountant calls it creative accounting
the court calls it embezzlement.
another vette enthusiast will call it a good move.
Some politicians/ Unionist will call it a night out with the ladies ?

All you need to do it get a good story  to tell your lady.
