It could very well have been, there was no mistaking the number plate, a mixture of numbers and letters for '454'.

Did he have to import the front clip or was it fabricated here?

I don't know about the front clip, but he fitted the hood here. Last time I saw the car (~ 6 months ago or so) he was fitting lenses over the headlights.

I guess he could've just had the side scoops changed from 66 to 63.

Yeah this was a common mod back in the day, they'd remove the pop-up lights and have them permanently visible with either round or square lamps.
