Records up to 77 were "destroyed" years ago. Someone found the shipping documents for St Louis for 77-81 and you can pay for those through Allied Vaughn (i think name is correct) otherwise the National Corvette Museum has all the records for Bowling Green production.
Trim plate lists paint and interior color and style. Unless you have the build sheet you have to look for the "tell tales" on the earlier cars. Around 72 they included a code in the VIN for the engine but not the trans.

The tank sticker is the only reliable source of build configuration for a particular Vette. However, after 40 odd years, you'd be very lucky to find one that's still in place and/or still legible.
Also, unless the car is a genuine documented one-owner, you won't necessarily know how many changes have been made by its various owners over the years.
A pretty good source of what factory options (and their part codes and markings) were available for a given year model is the book "Corvette by the Numbers" by Alan Colvin. That info is also available in various forms on various web sites.
As for VIN, in 1972 the format was changed to include a code for engine size using the the 5th character. You can find that stuff online. Apart from that, VIN can be used online to find approximate build date.

one of the reasons for the question relates to side pipes know the code is N14 but when speaking to dept of transport here in wa I was told I have to prove it came with a BB and if has side pipes has to be factory fitted to be able to be registered here with them
I have worked out that in the chromies only the 69 was offered side pipes as an option

That's right. Before that I believe N14 was only available ex-factory on the '65, '66 and '67 C2s.
However, in NSW at least, you'll see other year C3s with side pipes, usually installed after initial registration.
