I'd guess at least two reasons:
1.  It is easier to transport and move around something smaller.
2.  It is harder to sneak a car through customs as a wreck and then piece it back together as a "legitimate" car when the frame is cut down the middle.

I thought they had actually made it so you couldn't import wrecks to be rebuilt (eg, it will not be able to be registered)

i think you can import wrecks....just not brand new wrecks...
